The Future of Privacy: There Is Nowhere Left to Hide

Part Two of The Future of Privacy

There was a time when disappearing was mostly a matter of geography. Leave town, don't tell anyone where you're going, pay cash, find a cabin somewhere and grow a beard. It wasn't necessarily comfortable, but it was possible. A human being could simply become difficult to find.

Good luck with that now. Your phone knows where you are. Your car increasingly knows where you are. Cameras watch roads, stores, airports, houses and parking lots. Automated license-plate readers can record the movements of vehicles across enormous networks. Facial-recognition systems can search billions of images. Advertising companies build profiles from behaviors most people barely realize they're revealing. Above all of this, literally, satellites are becoming more numerous, their sensors more capable, and artificial intelligence increasingly able to analyze what they see. Privacy isn't dead, but if you seriously want it, you're going to have to work for it, and the price is going up.

Start With the Thing in Your Pocket

Suppose tomorrow morning you decide you're finished with surveillance. The obvious first step is your smartphone. You turn off location services, disable every permission you can find and congratulate yourself on becoming invisible. Unfortunately, you've solved only the most obvious problem. Modern phones interact with cellular towers, Wi-Fi networks, Bluetooth devices, applications, websites and advertising infrastructure. Pieces of information that appear harmless individually can become extraordinarily revealing when combined.

The commercial location-data industry has already demonstrated how far this can go. Regulators have pursued companies over the collection and sale of precise location information capable of revealing visits to medical facilities, religious institutions and other sensitive locations. The remarkable thing about this infrastructure is that much of it wasn't originally created by some sinister intelligence agency. It was created to understand consumers and sell advertising. We accidentally built an extraordinarily sophisticated system for tracking human behavior because somebody wanted to know which advertisement you were most likely to click.

So perhaps you throw away the smartphone. Congratulations. You have successfully traveled backward about twenty years. Now let's deal with your car.

The Roads Are Watching Too

Drive through a modern American city and you may pass cameras capable of automatically reading your license plate and recording characteristics of your vehicle. Automated license-plate-reader networks already operate across thousands of communities. Their usefulness is obvious: police can search for stolen vehicles, missing people and suspects far faster than officers staring at traffic. Their surveillance potential is equally obvious. A system designed to find one vehicle can also create records involving enormous numbers of vehicles that weren't being sought at all.

That distinction matters because we are no longer debating whether large-scale automated tracking of vehicles is technically possible. We are debating what rules should govern systems that already exist. As cameras become cheaper and software becomes better, the economics move in only one direction. A technology once reserved for important locations becomes cheap enough to put almost anywhere. You could avoid the system, of course. Stop driving. Now you're walking. Unfortunately, you brought your face.

Your Face Is a Password You Cannot Change

Facial recognition changes the privacy equation because you don't have to intentionally transmit anything. You merely have to exist within view of a camera. Law-enforcement agencies already have access to facial-recognition capabilities capable of searching enormous collections of photographs, while regulators and government watchdogs continue arguing about privacy, accuracy and oversight. Today's systems still have limitations. Cameras need usable images. Recognition can fail. Poor lighting, angles, obstructions and image quality matter. But betting your future privacy on technological limitations is not much of a strategy. Cameras will improve. AI will improve. Image enhancement will improve. Databases will grow.

More importantly, identification doesn't have to depend upon your face alone. Imagine a system that knows approximately where you were and sees a person of your approximate height wearing clothing similar to yours walking in the expected direction. A nearby camera sees the same person several minutes later. A vehicle associated with you appears somewhere else. Someone you regularly meet is detected nearby. None of those observations proves anything individually. Combined, they begin to tell a story. Humans are terrible at following millions of weak clues simultaneously. Machines aren't.

That's the real surveillance revolution. We spent decades installing cameras everywhere, but cameras don't understand what they're seeing. Now we're teaching computers to understand the images, connect them with other information and search the result. The haystack used to protect the needle. That protection disappears when the machine learns how to search the haystack.

Fine. Leave the City.

Wear a mask. Add sunglasses and a hat. Leave the phone at home. Pay cash. Drive an old vehicle or stop driving altogether. You're getting harder to identify, but you're also discovering the fundamental problem with trying to hide in a technological civilization: civilization itself is becoming the sensor. Walk into a store and there are cameras. Use an ATM and there's probably a camera. Enter an airport and you encounter cameras and identity systems. Visit a friend and their doorbell may record you before they even open the door. Walk down a city street and you're moving through overlapping islands of public and private surveillance. Even ordinary-looking glasses can now contain cameras.

So leave. Not just the city, but the entire infrastructure. Imagine you've decided to construct the last genuinely private life in America. You find a piece of remote land, preferably somewhere mountainous, with dense forest above you. Then you begin removing things. The smartphone goes first, followed by the smartwatch, smart television, connected security system, online shopping, social media, loyalty programs, digital payments, location-enabled applications and modern connected vehicle. You generate your own electricity, use cash whenever possible and grow some of your own food because every trip into civilization creates another opportunity to be observed.

Friends become a problem too. They carry phones. They take pictures. They post pictures. Their cars may record things. Their doorbell cameras record things. You don't even have to participate in the surveillance system anymore; everyone around you participates on your behalf. Eventually you find yourself sitting beneath several acres of trees, surrounded by old technology, trying not to generate signals. You have achieved privacy. You have also reorganized your entire existence around hiding.

And we're still not finished. Look up.

The Sky Is Getting Smarter

Earth observation was once primarily the domain of governments that could afford extraordinarily expensive satellites. That world has changed. Commercial satellite constellations now photograph enormous areas of the planet. Radar satellites can observe through clouds and darkness. Revisit times shrink as more spacecraft enter orbit, while increasingly sophisticated software can analyze the resulting flood of imagery.

Let's not pretend satellites possess magical powers. They don't. Nobody is continuously identifying every individual walking through every forest from orbit. Resolution matters. Weather matters. Trees matter. Coverage matters. Identification is difficult. Dense forest canopy is still quite good at being dense forest canopy. But today's limitations aren't the part that should worry you. The trend is.

More satellites, better sensors, more frequent observations, better AI and better integration with terrestrial cameras and databases change what can be done with the information. The important development isn't simply putting better cameras in space; it's connecting machines capable of analyzing enormous amounts of imagery to those cameras. A human analyst can inspect only so many satellite images. Software can search vastly more, looking for vehicles, structures, changes, activity and patterns before deciding which observations deserve human attention. A future surveillance system doesn't need one perfect sensor capable of seeing everything. It can combine thousands of imperfect ones.

Eventually They Don't Need to See You

The final loss of privacy may come when the system no longer needs to observe you directly. Suppose it knows where you were ten minutes ago. It knows where you usually go on Wednesday, where your vehicle is, who you regularly meet, what you purchased yesterday and what your historical routines look like. It has also analyzed millions of people who behave similarly. Where are you now? Maybe the system doesn't know. Maybe it doesn't need to.

A sufficiently capable predictive model can calculate probabilities. Perhaps there's a 74 percent chance you're at home, an 18 percent chance you're at a particular restaurant and an 8 percent chance you're somewhere else. Then another observation arrives and the probabilities change. This is fundamentally different from the old idea of surveillance. The twentieth-century model was watching. The twenty-first-century model is increasingly about inference. A camera can tell someone where you went. A sufficiently sophisticated model may predict where you're going. You can hide from a camera. Hiding from a probability is harder.

Most people still imagine surveillance as somebody watching them in real time, but information collected today may be understood tomorrow. A photograph taken now may contain information nobody currently knows how to extract reliably. A location record may appear meaningless until another database connects it to something else. A collection of purchases may reveal little until an AI compares it with millions of behavioral patterns. Old data doesn't necessarily become less revealing as it ages. Better analytical technology can make historical information more useful than it was when originally collected.

Imagine an AI twenty years from now with access, legitimate or otherwise, to decades of photographs, financial transactions, public records, vehicle movements, location histories, relationships and camera footage. It wouldn't have needed to watch your life while you lived it. It could reconstruct portions of your life afterward. The past itself becomes searchable. We judge today's databases according to today's ability to analyze them. Future machines inherit the information.

Disappearing May Make You Easier to Find

There is another problem with our imaginary cabin beneath the trees. Everyone else is still generating data. Billions of people carry phones, use cards, drive connected vehicles, appear on cameras and maintain predictable digital routines. Their lives produce patterns. Then one person stops. No phone activity. No card transactions. No normal vehicle movements. No social posts. No familiar location patterns. No ordinary digital behavior. That's also a pattern.

In a society where nearly everyone leaves a digital trail, the person who suddenly stops leaving one may become more conspicuous, not less. Anomaly detection is one of the things computers are particularly good at. Turn off the phone, stop using cards, avoid cameras and abandon your normal routines, and you may have just created the most interesting pattern in the database. The irony is almost perfect: we could eventually build a world where trying to disappear is itself the thing that makes you visible.

We Built It Ourselves

Perhaps the darkest joke is that most of this never needed to be forced upon us. We bought it voluntarily. We carry the phone, install the doorbell camera, upload the photographs, wear the watch, tell the fitness app when we sleep, tell the dating app what we want, tell maps where we're going, tell social networks who our friends are and tell search engines what we're thinking about. Then we put microphones in our houses because turning on the lights manually became too burdensome.

The surveillance state imagined by twentieth-century dystopian writers required governments to construct enormous infrastructures for watching their populations. We built much of the infrastructure ourselves because it was useful. That's what makes this problem so difficult. These technologies aren't useless instruments of oppression. Most of them are genuinely useful. Navigation is useful. Finding missing children is useful. Preventing fraud is useful. Catching criminals is useful. Personalized services are useful. Smart devices are useful. Cameras make homes safer.

Surveillance infrastructure rarely arrives labeled surveillance infrastructure. It arrives as convenience. That's why we let it in.

The Machine Doesn't Need to Hate You

People imagine dystopia incorrectly. They imagine an evil dictator sitting in a dark room watching millions of screens. That's almost comforting, because at least somebody is responsible. The more plausible future is considerably duller. Nobody is specifically watching you. Nobody particularly cares about you. Your information simply exists inside interconnected systems capable of retrieving and analyzing it whenever someone—or something—decides you've become interesting.

A government changes. A law changes. A company is purchased. A database leaks. An algorithm changes its definition of suspicious behavior. An insurer discovers a new correlation. An employer gains access to a new dataset. An AI notices something humans never noticed. Nothing requires a grand conspiracy or even particularly evil people. Nothing requires anybody to decide, all at once, that privacy should disappear. Every individual step can be reasonable. That's usually how we build dangerous things.

The machinery doesn't need to hate you. It only needs the data.

There Is Nowhere Left to Hide

The title of this article isn't completely true. Not yet. You can still dramatically reduce your digital footprint. Leave the phone behind, use cash, reject smart devices, live somewhere remote and stay largely offline. Someone sufficiently determined can make themselves difficult to track.

But look at what that increasingly requires. You must deliberately refuse the infrastructure everyone else uses. You sacrifice convenience, communication, transportation choices, entertainment, financial services and eventually perhaps relationships simply to recreate something human beings once received automatically: being left alone.

Privacy may not disappear because a government abolishes it. There may never be a dramatic moment when someone announces that the age of privacy has ended. It can disappear quietly because participating normally in society becomes incompatible with possessing very much of it. Eventually, disappearing may still be possible. You'll simply have to disappear from more than the cameras. You'll have to disappear from the networks, databases, conveniences, transportation systems and perhaps much of modern society itself.

Maybe you really can escape to that cabin. Maybe you can throw away the phone, abandon the network, live beneath the trees and become one of the last truly private human beings.

For a while.

The forest may still hide you. But the satellites are getting better, the cameras are getting cheaper, the databases are getting larger, and the machines are learning how to look.
